INVITATION TO PRESENT OFFERS WITH DESCRIPTION OF ORDER SUBJECT
Re: realization of quantitative research in the project
„Developmental tendencies of companies and demand for work in Lubelskie Voivodeship in the context of organization of Euro 2012 by Poland and Ukraine – diagnosis and prognosis”

In reference to realization of the project „Developmental tendencies of companies and demand for work in Lubelskie Voivodeship in the context of organization of Euro 2012 by Poland and Ukraine – diagnosis and prognosis” European Meeting Centre - Nowy Staw Foundation invites to present an offer to accomplish quantitative research.

Intended term of search: August – November 2009.

I Description of order subject:

Research sample

- 1350 companies from Lubelskie Voivodeship
- stratified – random selection of group, stratums: size of companies (micro, small, medium, large), subregions (lubelski, chełmsko – zamojski, bialskopodlaski), trades (first of all building, hotel – gastronomic, touristic, merchant, transport)
- quantity of group: 30 companies x 3 : size of companies x 3 subregions x 5 trades = 1350 companies

Sampling

random selection of representative sample in accordance with obligatory rules of statistic research

Realization of research

- collecting of data through individual meeting of pollster with a representative person of a company/owner, in the base of standardised questionnaire provided by Orderer
- time of filling up 1 questionnaire: 1,5 – 2 hour

Individuals who lead research

having some experience in realization of similar research

Presumptions

- Tenderer gains data base (of companies) from GUS
- Tenderer provides to Orderer completed questionnaires successively every 2 weeks up to 5 working days (together 1350 questionnaires)
- after completed research Tenderer:
a) presents confirmation of made research to Orderer according to annex number 1
b) delivers Orderer the data base gained to research as recording on CD (2 copies)

Max price

135 000,00 zl (one hundred thirty five thousand 00/100)

II Formal conditions:

1. Tenderer can submit only one offer.
2. Offer should be prepared accordingly to example (annex number 2) and should contain:
   
   1. name and address of Tenderer
      
   2. date of preparing of offer
      
   3. offered price
      
   4. terms of beginning and end of realization of order
      
   5. description of experience in field of realization research about labour market, corresponding to order subject.
      
3. Offer should be submitted in writing.
4. Offer should be legible and prepared in Polish.
5. With the offer Tenderer submits declaration (annex number 3) and current copy from the right register or current certificate of registration to business records, if separate regulations requires registration or application to business record, displayed not earlier than 6 months before the ultimate date of submitting the offer.
6. Tenderer’s offer and all annexes must be sighned by Tenderer or authorised representative of Tenderer.
7. All required documents must be submitted as original or copy. Every page of document submitted as a copy must be include the clause: „To BE A TRUE COPY” and a date and signature of Tenderer or authorised representative of Tenderer.
8. In this procedure can participate these Tenderers, that:
   
   1. have authorization to carry out specified activity or function
      
   2. have essential knowledge and experience, and technical potential.
      
9. Tenderer should have experience in performing minimum 3 research about labour market.

Tenderer bears all the costs associated with preparing and submitting the offer.

III Orderer will rate and compare offers and choose the most expedient one based on following criteria:

1. prise – 60%
2. experience in realization of similar tasks – 40%
