22.09.2010. Ukraine Study visit of the project "Transfer of know-how on professional counseling for young people" Labour Market Institute

Between 13-17 September 2010 study visit to Ukraine took place. People involved in a project took part in it – representants of patners and project’s leader.

We started the visit from Luck. We were invited to Wolynsk regional and local labour offices where we had a chance to learn about functioning of such institutions in Ukraine. There was also meeting in Career Centre of Lesia Ukrainka Univeristy in Luck where we found out about professional advisory for students in choosing their career path. Then we hit Lvov. We had a chance to see Regional Found for Social Protection of Disabled People. There are only 5 institutions like that in whole Ukraine – there are special training halls and classes for disabled people where they can study and gain new skills in many professions. We visited also Regional Labour Offices in Mikolajevsk and Skolevsk. The whole visit made a good impression to us. Unemployed person who comes to labour office can easily find her/himself and get professional advisory.At the very beginning unemplyed person is invited for an interview when counselor sets reasons of the situation and also present job offers. Unemployed person had a chance to look into employers’ portfolio and also leave her/his CV. Similar to Poland unemployed people in Ukraine receive benefits and can get a grant for starting own business. There are electronic terminals placed in every labour office that help both employers in finding an employee and unemployed persons to browse job offers.

Summing up, state institutions for unemployed people in Ukraine are at good level and seems to be well organized but there is lack of cooperation between them and non-governmental organizations. The problem is that there is no profession such as "career advisor" in Ukraine. This job has belonged mainly to psychologists and pedagogues but also to people who were not qualified for the job. This begins to change.
